Inclusionary zoning response by City at Council on January 31

On January 31, City Council will debate a response to Queen's Park about its new inclusionary zoning rules. I wrote during the holidays about inclusionary zoning and how the Provincial rules would render it essentially toothless in a ward like Kitchissippi. The proposed City response, while I may have some quibbles, addresses the key shortcomings: a requirement to subsidize the lost value to the developer of an affordable unit to the tune of 40%, and an exemption for rental housing. Sherbourne Road Water Main Public Information Session on Feb 6

The City of Ottawa will hold a public information session on Tuesday, February 6 on upcoming watermain work on Sherbourne Road. It will run from 6pm to 8pm in the Town Hall room of the Churchill Seniors Centre, 345 Richmond Road.

398, 402, 406 Roosevelt Ave - Development Open House - Tuesday, February 20

Domicile Developments have submitted a Zoning By-Law Amendment application, as well as Site Plan Control application, to permit and develop at 6-storey mixed use building at 398, 402 and 406 Roosevelt Ave. The proposed development includes two commercial units, 35 residential condominium units, and underground parking garage with 23 parking spaces, and a rear surface parking lot with nine spaces.

The owner of 174 Forward Avenue in Mechanicsville is seeking permissions including for an Official Plan Amendment, Zoning By-law Amendment, and site plan to build an 8-storey, 24-unit apartment building with six parking spaces. The application is available on DevApps here.

Next Hospital Consultation to be held January 31

The Ottawa Hospital's next consultation on its new location at the former site of the Sir John Carling building is set for January 31, from 7 to 9 p.m. at Landsdowne Park's Horticulture Building. This latest session will present an update on hospital services planned for the new campus and the background journey to an architectural design concept.

Staff recommend approval of Rochester Field plan

Disappointingly, City planning staff have recommended that Council approve a zoning and Official Plan amendment for Rochester Field that would see future development in the park along Richmond Road.

I've attached a copy of the staff report below that will be published next week for the agenda of the January 23 Planning Committee.

Planning Advisory Committee members sought

Last March, as part of the City's mid-term governance review, the City had proposed creating a new Planning Advisory Committee that would have been mostly made up of senior City staff and councillors. The Committee is a requirement of new legislation passed by the Province, and I and others were concerned that a top-heavy committee made up of more City people than residents wouldn't fulfill the spirit of Bill 73.
