On January 31, City Council will debate a response to Queen's Park about its new inclusionary zoning rules. I wrote during the holidays about inclusionary zoning and how the Provincial rules would render it essentially toothless in a ward like Kitchissippi. The proposed City response, while I may have some quibbles, addresses the key shortcomings: a requirement to subsidize the lost value to the developer of an affordable unit to the tune of 40%, and an exemption for rental housing.
