Zoning By-law Amendment - 745 Sir John A. MacDonald Parkway and 234 Atlantis Avenue

The City of Ottawa has received a Zoning By-law Amendment application to construct a new beach pavilion at Westboro Beach, incorporating the existing structures into the design, with new landscaping and recreational programming as well as a new surface parking lot in the Atlantis Yards parking lot .

The subject site is situated in the Westboro neighbourhood directly adjacent to the Ottawa River and the Sir John A. Macdonald Parkway. Westboro Beach is a component of the linear park system known as the Ottawa River South Shore Riverfront Park, which runs along the shoreline of the Ottaawa River. South and east of the subject site are mainly residential land uses in the form of low-rise detached homes as well as mid to high-rise residential buildings. West of the site is the Ottawa River. North of the site is the Sir John A. McDonald Parkway and Ottawa River Pathway corridor. The site is within close proximity to two transit stations, Dominion Transitway Station to the west and Westboro Transitway Station to the east.

The development is proposed in two phases. The first phase of the project will include the construction of a new parking lot on the Atlantis Yards lands. The new parking lot is intended to provide parking for Westboro Beach with access from the existing underpass as well as a new signalized intersection which will be completed later. The second phase of the redevelopment is proposed to involve the construction of an expanded beach pavilion as well as extensive landscape and park improvements to the lands surrounding the beach pavilion. The Westboro Beach lands will consist of a large sandy beach area, grass areas in parklike condition, and a buried building with three exposed towers forming a pavilion with a café, lifegaurd offices, and washroom facilities. The beach pavilion will be a 4-season Zero-Carbon Building.
