Carruthers/Wellington traffic filming results

Recently, as part of a series of these to which I've committed, I filmed the intersection of Rosemount/Carruthers/Wellington. It's a problematic intersection, particularly from a pedestrian point of view. Since the beginning of this term, I've been fielding calls and emails from people who feel unsafe crossing here. People's common experience is of being pressured while crossing, and often being unsure of whether cars will stop at all. 

The observations that people made of the film (each clip was viewed by at least three people) bears out many of the complaints we've been hearing. I haven't gone into as great analytical depth on this round since a read of the attached spreadsheet paints a picture of a very challenging intersection across nearly every clip. I and my staff are challenged to find the time to do a rigorous analysis, but the number of cars (and bikes) rolling or ignoring stops is overwhelming. There is also a surprising amount of jaywalking occuring, though most of the serious conflicts we saw were the result of cars pressuring pedestrians. There are multiple instances of vehicles entering the intersection without time to clear it, and multiple reported incidences of cars travelling too fast. If anyone wants to classify and then enumerate the various unsafe behaviours that were observed, I'd be grateful for that analysis. But, at a high level, it's clear there is a problem here. Given the number of library, health centre, food centre and schoolchildren who use the crossings here, it's critical that we address it.

I've raised this intersection with staff before, and have sent them this raw data to impress upon them my continued desire to see some form of action taken to address. I will also send it to police in the hope of achieving more enforcement at this corner.
