630 Churchill Avenue N - Site Plan Control Application

A Site Plan Control application to construct a three-storey, 13-unit residential apartment building with 14 bicycle parking spaces has been received by the City of Ottawa.

The subject site is located on the west side of Churchill Avenue North between Dovercourt Avenue and Avondale Avenue, in the Laurentian neighbourhood. The lot has an area of 526.64 square metres with 17.12 metres frontage on Churchill Avenue North and a lot depth of approximately 30.7 metres. The site is currently occupied by a two-storey multi-unit residential building with a driveway and garage along the southern portion of the lot and a driveway along the northern portion of the lot.

The area surrounding the subject site is generally characterised by low-rise residential buildings. To the east of the site is Churchill Avenue, which contains dedicated bicycle lanes, and to the east, north and west are low-rise residential buildings. Immediately to the south of the site is a two-storey residential dwelling at the northwest corner of the Churchill Avenue North / Dovercourt Avenue intersection which is listed on the Heritage Register. Further south continues the similar low-rise residential condition through to Carling Avenue, which generally contains commercial and retail uses.

The purpose for this application is to accommodate redevelopment of the site by demolishing the existing building to facilitate the construction of a three-storey residential apartment building containing 13 units. The applicant is proposing three studio units, seven one-bedroom units, and three two-bedroom units. A total of 261 square metres amenity space is proposed via private balconies and a communal rooftop terrace and rear yard amenity space. The applicant is proposing a total of 14 bicycle parking spaces located in both the front and rear yard. 2

The primary entrance to the building is accessed from Churchill Avenue North and a sloped walkway is proposed along the north side of the building to provide a secondary, barrier-free entrance for the building, as well as to provide access to the rear yard. The rear yard will contain amenity space, exterior bicycle parking spaces, and the garage room.
